The participants of the Neighborhood Watch Program have requested that the City's Blue Star Program be revived. The Blue Star Program is a program is a voluntary program in which residents of the community display a Blue Star in their front windows to indicate that their home is a "safe house" for children if they should be lost, injured, harassed or if someone they don't know has approached them and they are frightened or scared.
Residents who display the Blue Star have the following instructions:
•Do not transport children in your own car. If a parent can not be reached, call the police department or school as indicated for the child's particular problem.
•Lost child under school age - call parent or police department
•Lost child of school age - call your school or call parent
•Slightly injured child - send on to school or back to his home or daycare
•Seriously injured child - call 911 for aid
•Call 911 in the event that a dog is bothering a child or has been bitten by an animal of any kind
•If a child has been molested or frightened by a stranger, or if a child has witnessed an indecent exposure, call 911 immediately.
•Do not offer the child food or beverage.
•Do not administer first aid in case of injury except the stop excessive bleeding or to restore breathing.
•A report should be made to the City Offices or to the Mayor if a child is helped by a Star House participant.
